碩士 / 國立臺灣海洋大學 / 海洋事務與資源管理研究所 / 103 / With of coastline about 1,520 km (including Pescadores), and the Oyashio and Kuroshio current, Taiwan has a rich fishery resource and develops a number of fisheries management oriented fishing villages. In recent years, the phenomenon of overfishing has exhausted the fishery resources and declined the fishing industry, led to youths moving out of the villages and further accelerated the expansion of urban-rural gap. Taiwan’s fishing villages are currently in economic depression, and BaDouZi Fishing Village is the typical one and used as an example for a case study. This study design to probe into the critical factors affecting the fishing community development in BaDouZi region, questionnaires, on site survey and software SPSS carry out descriptive statistical analysis, reliability and validity analysis, factor analysis and multinomial logistic regression analysis to extract determining factors. Impacting rescues show critical factors that influenced BaDouZi’s community development are “cultural landscape”, “industry development”, “welfare development”, “education development” and “public works”. In addition, regression analysis, the fact that the respondents placing more emphases on “industry development” and “welfare development” for community development means that , more residents will be induced to become willing to devote themselves to and participate in relevant community development plans. Results also show that two issues, “the residential community has a common vision or goal cohering centripetal forces” and “BaDouZi region has a common vision or goal cohering centripetal forces” have higher degree of agreement, the participation in relevant community development plans has a reverse effect. Finally, we suggest : (1) priority should give “cultural landscape” and “industry” in future communities development of BaDouZi region; (2) local should cultivate awareness of community development first, and then promote rural regeneration program by steps; (3) effectively promote rural regeneration policies through community publications and gathering of villagers, organize diversified activities and increase the frequency of participation in community development associations; (4) the Government should give rights to the San-Li community to integrate the different development opinions; (5) linking the community development plans through community consensus and resource integration.
