The Importance and Satisfaction of the Navigation Safety of the Channel Operations - the Port of Taichung / 船舶進出港航行安全重要程度與滿意度分析-以臺中港為例

According to those thesis in the past, harbours is the position where the maritime accidents occur most easily. Taichung Port is not a natural good harbour, and the main reason caused maritime accidents is the bad weather in winter. Thus, it is a major issue how to improve the navigation safety while under bad weather scenario.
This study not only discusses navigation safety during vessel's entering/departure, but also accesses the importance of key factors about navigation safety at harbours by GRA and questionnaire with the view between users and servers. In addition, we provide the ways of improvement by analysis satisfaction of port operators for the safe navigation at harbours.
This research takes Port of Taichung for example and shows “VTS device functions and services” is the most important factor affecting the navigation safety. Taiwan International Ports Corporation, LTD. priority to improve the situation, first is “The impact on fishing and work boats of the fairway”, the second is “Quantity of tugs” and “Professional and technical services of VTS”. The important factors about the navigation safety of Taichung Port are “Fishing boats effect of the fairway”, “The communication quality of VTS”, “The communication between VTS and pilots”, “The situation about traffic control of VTS”, “Other work boats take avoiding action” and ”VTS staff replied the questions of the professional level of ships” etc.. Result of this thesis may provide to port operators as a reference to enhance the safety of navigation at harbours.
