The organizational reengineering of relationship between the organizational mission and the appropriate structure-Base on the issues of Coast Guard Administration / 組織再造中組織任務及其適當架構之關係-以海巡署再造問題為例

碩士 / 國立高雄大學 / 政治法律學系碩士班 / 103 / Taiwan is an oceanic country, which related on ocean with plenty issues, such as national economic, climate, society, country defense, etc. Therefore, the maritime patrol is the priority concern of the homeland security. In order to protect, provide, and perform its own country safety issue, the Taiwanese government has established the “Coast Guard Administration” in January 28th 1999. The main tasks of “Coast Guard Administration” involves investigation of the drug (human) smuggling, the prohibited illegal immigrate, the sea-area safety patrolling (maintaining), the legitimate fishing industry, and the marine ecosystem protection.

The president of Mr. Ma Ying-Jeou has mentioned that the ocean patrol is the one of priority duty to balance between the country safety and economic opportunity in 21th century. Furthermore, according to the modified law of “Executive Yuan” in January 12th 2010 that “Ocean Affair Council” will assist multiple maritime affairs, such as the sea-area security, fishing industry, maritime information (environment), and ecosystem education. On the other hand, the “Coast Guard Administration” will be re-organized to be third degree administration and named to be “Ocean Affair Council of Coast Guard Administration”.

With the view to inspect this complex issue, the research will emphasize and analyses on the organizational reengineering of relationship between the organization mission and the appropriate structure.
