The Influnce of the Confrontation of Diaoyu Islands on Taiwan's National Security / 釣魚臺列嶼衝突及其對我國國家安全之影響

博士 / 國防大學政治作戰學院 / 政治研究所 / 104 / According to the 1969 K. O. Emery Report, the Diaoyu region is likely to contain one of the richest oil and natural gas reserves in the world. Since then the dispute over the sovereignty of the Diaoyu Islands erupted between relative countries, making the place a new flash point of conflict in East Asia. The countries claiming the sovereignty of the Diaoyu Islands include Taiwan, China and Japan, but the United States is the most influential factor in the Diaoyu Islands dispute. In September 11, 2012, the Japanese government nationalized the Diaoyu Islands, causing an essential change in the nature of the dispute. China, in particular, changed from its previous passive steering to aggressive actions seeking the sovereignty and the sea power around the islands. They even stated with a tough attitude that they would defend the sovereignty of the disputed islands at all costs, including war. Moreover, China announced the East China Sea Air Defense Identification Zone and implemented a series of military exercises that aroused concern from the United States and neighboring countries and escalated the conflict between China and Japan. This dissertation will focus on the international conflict and crisis management with a scenario analysis to study the influences and countermeasures of our country's national security concerning Diaoyu Islands as a reference for our national policies. The main findings of this study are as follows:
1.The course of Diaoyu Islands dispute shows the
characteristics of international conflict.
2.Crisis management could be applied to the Diaoyu Islands
dispute.
3.Diaoyu Islands dispute prompted Taiwan, the US, China, and
Japan to fall into a complex four-side relationship.
4.Japan tried to avoid the Diaoyu Islands incident from
evolving into a more complicated issue.
5.The use of unmanned aircraft has become an option for China
and Japan to monitor Diaoyu Islands.
6.The South China Sea tension helps Japan to regain control
over Diaoyu Islands.
7.The United States is the key factor in solving the Diaoyu
Islands dispute.
8.China changed its crisis management mode for the Diaoyu
Islands dispute.
9.China and Japan reached consensus over the Diaoyu Island
dispute through an upgraded strategic approach.
