When Chao-Hsien Tu planed the action of Hai-An road in 2004 , she used art to provided Hai-An road for another revived choices.
The action of Hai-An road responds to art and site, it made the story of Hai-An road with new meanings, and it also made the fragmental lands on streets and the wall to found a new meaning and a new usage; the art action used periodic leads to changed “The relation of art and people”, and they made many people to saw new changes of Hai-An road and focus on Hai-An road. The case study of Hai-An road to confer on “The relation of art and people”, the first confer on art actions and works they how to linked relationships with people; the second confer on Hai-An road as an art site of art meaning.
The action of Hai-An road made people have different thinking, and had transformed the way them access to art; the art is regarded as a form of communication, a meaning of presentation and a way how to interpret their views; The artist as a representative of the people and an actor to sounded and enlightenment.
