A Study on the Impact of Arctic Climate Change on International Air and Sea Transport / 北冰洋氣候變化對國際海空運輸的影響之研究

碩士 / 中華科技大學 / 航空運輸研究所 / 104 / The Arctic Route was generated due to global warming and Arctic ice melting. It finally connects the Atlantic and the Pacific Ocean through the Northeast Passage and the Northwest Passage. The emergence of a new international route in Arctic Ocean has changed the world’s routes that have exited over a hundred years, and contributed to the world's politics, economy, military and energy, and reformed shipping logistics layout. God created the earth, but the climate of the earth excavated Arctic route, and started changing the world’s circumstances.

The eight countries of the Arctic Ice Rim composed Arctic Monitoring and Assessment Programme(AMAP). Under the competition leading by the United States and Russia, every country has claimed on the sovereignty of the territory and territorial waters in order to fight for more national interests. However, under the circumstances that the World Trade Organization (WTO) becomes gradually globalized, how to abide by the international constraints such as United Nations Convention on the Law of the Sea (UNCLOS), Arctic Monitoring and Assessment Programme (AMAP) etc., and then, to compromise with each country while governing the Arctic and to peacefully share the benefits that brought by the Artic routes. This is the purpose of this study to analyze, interpret the policy of each country concerning the feasibility of Arctic route.

China, though not Arctic countries, has been actively involved in Arctic research for two decades. China has been regarded as panda bears greeting Happy New Year to the polar bears and has been allied with India and Brazil, the two most populous countries, to fight for the right to speak for the future in the Arctic Ocean. China is not only the world's most populous country and the second largest economy but also the largest freighter group and imports. China, as a member of the China Cosco shipping Group (COSCO) that has announced the first scheduled flight in the Arctic Ocean in 2017 and proclaimed that the Arctic shipping has started up. International Maritime Organization (IMO) and International Civil Aviation Organization (ICAO) are also implemented Polar code in response.

Our country is the relay station located between the South China Sea and the Northeast Passage. We also have the world's top ten freight capacity. While the opening of the Arctic international route, in addition to a new Southward Policy, we should be actively involved in Arctic exploration and commercial operation, propose Arctic policy and become one of the big shipping countries in the world.
