Research of Sophisticated Shore Lifesaving Mechanism / 消防機關岸際救生機制精進之研究

碩士 / 中華科技大學 / 土木防災與管理碩士班 / 104 / As the water sports entertainment bas become prosperous in Taiwan, the number of the travelers has been growing accordingly. Along with the increasing number of travelers, the risk of drowning has also risen. Even if Taiwan has had suffice skills of performing shore-lifesaving and had several experiences, the environmental factor, the key element to assess the difficulty of lifesaving, has become an obstacle in operating shore-lifesaving. The environmental factors, specifically, are the expectations from general Taiwanese population and the safety concerns of the colleagues, which make the commanding systemunder pressure that weakens the performance of lifesaving. Therefore, the upcoming issues for the fire bureau are to enhance the safety management mechanisms to ensure the safety of the rescuers and to improve the shore-lifesaving procedures in response to the challenges of sea-rescues.
The study is completed through literature review, investigation of current status, case studies, expert-interviews, and the war-game. To discover a way that especially fits the situation in Taiwan, the past cases that rescuers were injured or dead were analyzed to explore the primary reasons that lead to the injury or death and to examine the pros and cons of lifesaving. To find a method to solve the problem, experts were interviewed to scrutinize the current deficiency of equipment and the difficulty of the rescue activity. To build a safer rescue environment and to further make an improved program, war-game was used to understand the procedure of lifesaving and the potential risk factors.
According to Root-Cause-Analysis and expert interviews, it is shown that the primary reasons are the uneven-spread human resources of lifesaving, the meager endurance of the equipment, and the under-performed communication of the sea rescue system. The solution to improve the shore-lifesaving that facilitates a smoother lifesaving rescue, based on field exercises, is to draw lines in precautious area, integrate the rescue systems, spread the tasks, and to establish rapid intervention team.
