Study of Improvement on Sharon Freshwater BeachSafety Management / 淡水沙崙海水浴場安全管理精進之研究

In 2012, because of that people do not familiar with the characteristics of the water areas, which usually leads to drowning accidents, New Taipei City Government announced the "ban swimming order." However, there are still many people scramble for the sunset and the sandy beach of Danshui, and there are many people would like to take the wedding pictures or to play in the sea for swimming. The residents in this area expect to discuss about the opening of the area for playing, if the terrain of Sharon Beach was changed.

According to Danshui chronicles, Sharon beach had been opened up during the Japanese ruled period, and was developed as a bathing beach in 1965. Afterwards, because of the frequent drowning accidents, bad management, poor water quality, and hidden undercurrents, Sharon beach was classified as dangerous waters. There are also many warning signs set near the beach to caution people for water recreational activities. Nowadays, Sharon beach has been lack of management for a long time, and all of the remote facilities and abandoned building in Sharon beach became the residence of the homeless, the blind spot for taking drugs, and the breeding ground of crimes. This essay will discuss that whether the opening of the neglected Sharon beach has an effect on the safety of people at the present stage, and that whether only assigning lifeguard for alert in the spring and summer can achieve the measure of safety management.

There are several suggestions for the safety management of Sharon beach to improve. First, according to the practical survey of the surrounding traffic and the accessible entrances of Sharon beach, it is obvious that apparent entrances to get into the beach are up to three places. In order to improve the condition thoroughly, it is needed to control the entrances strictly and restrict the time of entering the beach. Second, increase the sensing equipment. In this way, the equipment can sound the alarm, when the time is unallowable to enter the beach and there is no lifeguard. Set the broadcasting equipment. Through the automated broadcast equipment, it can inform the visitors in this place to get away the danger aria. Set life-saving appliances. When there is a drowning accident happened, lifeguards (or the drowning person?) can acquire the life buoy and rescue tube in the shortest distance. Besides, the life-saving appliances can emit fluorescence to inform the place of the device. It is expected that the drowning accidents can be decreased, and the equipment can protect people in Sharon beach.
