碩士 / 中華大學 / 營建管理學系 / 104 / Taiwan’s early old school buildings had not been established with perfect standard or indicator for precautions against earthquake. The lack of quakeproof design basis, overall planning, and old-carrying-young type of buildings as well as generally insufficient stirrup spacing, etc. caused that school buildings are at stake. It was too horrible to look at collapsed school buildings everywhere after the event of 921 Earthquake, so that people start emphasizing the safety of school building. Then the government established increasingly strict precautions against earthquake, it’s more necessary for local governments to examine seismic capacities of school classrooms in their territories and propose improvement plans.
Once school buildings are identified to apply for renovation, the continuous engineering related problems will happen more or less, including builder’s contract awarding prior to renovation, school buildings planning in renovation process, placement of teachers and students as well as satisfaction after renovation, etc. In order to understand difficulties for school building and the relevant solutions in renovation process, this study took New Taipei City Pan-chiao District Hai-Sun Elementary School as individual case, based on research objects of school administration staffs and teachers, for document analysis and interview, and offered relevant suggestions through expert verification to provide references for education administration organizations, school administrative units and future research.
The study concluded that school buildings are requested to apply for identification to higher authorities, based on budget, in the first consideration of user’s urgent demand for school buildings planning before the renovation. During construction period, engineering supervision team, architects and contractors should regularly hold meetings to control construction progress and the current situation all times; for teachers and students safety, it should strengthen the propaganda and prepare the necessary safety measures. If usage requirements are in discrepancies after construction, user requirements can be taken for reference to seek expert opinions for enhancing remediation.
