Comments on “Ilan Houses Wushih Harbor Plan” / 「宜蘭厝烏石港計畫」評論

碩士 / 中原大學 / 建築研究所 / 104 / Wushih Harbor is located in the north of Toucheng, Ilan County. Endowed with an ideal geographical position, it was once the most important waterway in Ilan during the Qing Dynasty. Due to natural disasters and ship wrecks, the river channel of Wushih Harbor was seriously clogged by sediments and gradually turned into wetlands. The “Wushih Harbor Historical Site” was registered as a historical site of the County in 2002 and listed as a cultural landscape in 2006. In addition to historical and cultural meanings, it has a unique and naturally formed landscape of river wetlands.
During 1980s, Ilan County underwent rapid economic development and transformation. In this period of time, Bamboo-surrounded houses were gradually replaced by concrete houses, and the Wushih Fishing Port was also reconstructed. The government conducted urban planning and zone expropriation of lands surrounding the fishing port, filling nearly 400 hectares of wetlands. In 1994, a group of people concerned with the landscape and life in Ilan initiated a plan called “Ilan Houses”. So far, two phases of the plan have been completed. The third phase is the “Ilan Houses Wushih Harbor Plan” launched by Ilan County Government in 2012.
Based on the concept of “Sustainable Ecological City”, Ilan County Government aims to build spaces and buildings that match with the local environment by the name of “Ilan Houses” in this development zone. However, do the constructed spaces and buildings really meet the criteria of a sustainable and ecological city? This study probes into “Ilan Houses Wushih Harbor Plan”. Through literature collection, case analysis, interview with local people and experts, field survey, and tracking, this study attempts to provide an objective discourse on the strengths and weaknesses in the implementation of the “Ilan Houses Wushih Harbor Plan” from an ecological city perspective.
