The Analysis of the Distribution and Structure on Human Resource of Scientific Research in Taiwan Aquaculture Production System / 臺灣水產生產體系科研人才資源結構 分布探討

碩士 / 玄奘大學 / 企業管理學系碩士班 / 104 / In response to global climate changes and food safety problems, the aquaculture industry, given its advantages in low-carbon production, high food conversion rate, and provision of high quality protein, has become the major development industry in many countries. As an island country and given its advancement in high technology, Taiwan has also listed aquaculture industry as one of the key development in the agriculture field. However, whether Taiwan has sufficient aquaculture R&D talents and complete personnel cultivation plans are the issues to be considered in the development of the aquaculture industry.
This study took the aquaculture and production system as the focus, established an aquaculture talent database, and identified 6 dimensions and 39 key technologies as the nodes. Through the social network analysis (SNA), this study discussed the correlation between talents and nodes, in orders to explore the competitive strengths and weakness of the aquaculture industry in Taiwan. The findings can serve as reference for competent authorities on policy-making concerning industry development and talent cultivation.
The empirical results showed that the aquaculture R&D talents in Taiwan are mostly concentrated in the upstream of the industry, in which abundant research outputs are in breeding technology and mass production technology, while less research outputs are found in the lower stream of the industry. Moreover, there are uniqueness to some key technologies, such as the cross-field cooperative opportunity of the water quality treatment technology, the critical role of quality control inspection when converting R&D result into aquatic products. Finally, in order to solve the problem of ageing of the R&D talent, it is suggested to develop talent cultivation program, in order to promote the industry upgrade and sustainable development of the aquaculture industry.
