碩士 / 國立金門大學 / 建築學系 / 104 / Hou Fong Port, the only settlement named as “Port” in Kinmen has four to five hundred years of history. The Port has natural bay coastline suitable for yachts and fishing boats to berth, and convenient loading and unloading of goods. Long time ago, this Port was very busy when shipping business was in its heydays. The tideland here was blessed with natural ecosystem that created many commercial activities to energize the local economy. With the increasing population, many buildings were erected along the coastline from south to north.
After the termination of battleground administration, the number of Kinmen’s inbound travelers started to grow. In 1994, the expansion of Shuitou Commercial Harbor was confirmed and construed as an essential project. At that time, Hou Fong Port’s coastal areas had already become inland settlement and seawalls blocked sediments, and turned into reclaimed land as time passed by. Once the coastline disappeared, many things started to change, such as local economic and fishing activities, natural environment, and settlement’s landscape.
The author presented three prospects of discussion topics on the coastal settlement’s landscape features, fishing village’s living space and environment, as well as the traditional building’s styles and features, and at the same time analyzed the influence on the settlement imposed by Shuitou Commercial Harbor Project. Next, the author examined the changes of settlement’s space after Hou Fong Port transformed from a coastal settlement into an inland settlement, the impacts of travelers and tourists to the settlement, the local residents’ living space as well as the improvement of settlement’s functions and services, and thus reviewed the proposals designed for the settlement’s future development plan.
Based on the analysis and planning conceptions, two proposals were presented. Proposal Ⅰ was planning which based on the favor of the settlement, not to destroy the settlement’s layout and context. Aiming to preserve the settlement’s features and space, which proposed to reinforce the settlement’s function and service facilities and cooperate the settlement and harbor to coexist with each other. Proposal Ⅱ was planning which based on the favor of the harbor development, no planning guidance promulgated by the government to preserve the settlement. As a result, the settlement and the surrounding land has been acquired by corporation groups and developed as a part of the harbor development project, and transformed into a congregate housing plan or a high density commercial district.
