The Study of Cultivating Class of Critical Indices for Coast Guard Administration Warrant Officers / 海巡署專業軍官班培訓關鍵指標之研究

碩士 / 高苑科技大學 / 經營管理研究所 / 104 / Surrounded by the sea, the maintenance of the coasts and surrounding waters of Taiwan involve fundamental national security, in order to integrate coast guard authorities and to manage surrounding waters efficiently, the Taiwan Government established the Coast Guard Administration (CGA) under the Executive Yuan on January 28, 2000, integrating the Coast Guard Command (formerly under the Ministry of Defense), the Marine Police Bureau (formerly under the National Police Administration, Ministry of Interior), and several cutters from the Taiwan Directorate General of Customs, Ministry of Finance. The CGA formally unifies coastal and maritime law enforcement agencies. The members consist of military, police, custom and civilian post enforcements. The duties include three core missions, maritime law enforcement, maritime services and marine affairs. Maritime Patrol Directorate General and a Coastal Patrol Directorate General were set up on the basis of Organization Act of the Coast Guard Administration, Executive Yuan article 1. In order to cultivate expertise of maritime law enforcements, to encourage coast guards familiar with edicts and career duties and being devoted. By looking into current method and innovation of educational trainings, the class of professional coast guard warrant officer are the subjects to enhance national maritime competitiveness and achieve duties.
This study mainly discusses about the modern situation of professional warrant officers’ educational training of CGA. We chose those who had experienced pre-employment or promotion training as our objects to do the research. We searched out key index related to the topic of this research through questionnaire. Then we conduct the test of independence of the 5 indicators of these key index and satisfaction, as well as using technic of data mining and induction algorithm, to find the sequence of these key index and precision of the topic of this study. Acquiring effective relative information from which of the above lets training center of education of CGA understand the actual need of our officer cadets.
The final results indicate that: the six index and the five satisfaction degree of continuing the training and not continuing the training are statistically related and independent respectively. The index that trainees value the most are the quality of the instructor, means of teaching, training contents, training effect, learning environment and teaching material by order.
