A Study of International Religious Non-governmental Organization: The Case of Supreme Master Ching Hai International Association / 宗教型國際非政府組織之研究:以清海無上師世界會為例

The paper studies religious international non-governmental organization (NGO) with Supreme Master Ching Hai International Association as an example, including NGO and group advocating the humanitarianism. The religious group has been carrying out the humanitarian and charity work and even extending the effort to the international humanitarian aid. People has started heart-to-heart talk in the rescue work. There are physical historical records on the interaction process and development of these humanitarian efforts.
The Introduction in Chapter One mainly focuses on motive and objective, literature review, approach, method, research scope, limitation and design as well as important researches. We find through review of the above academic, cultural and historical development that the members of the Supreme Master Ching Hai International Association spread all over the world since its foundation on September 3, 1989, and the Supreme Master Ching Hai International Association has an important influence on governments of various countries and INGO. With the objective of purifying the human spirit, the Supreme Master Ching Hai International Association pays close attention to the climate change, and helps the disadvantaged and carries out humanitarian works and settlement of the helpless refugees.
Chapter Two mainly is on some important issues of the NGO: for example, origin, main properties and effect etc., so as to comprehensively discuss NGO and INGO as well as important relevance in this paper. By comparison of the international religious NGO with the secular organization, the essential characteristics include:
1. Claim that the motive in the work and activity is based on religious belief. 2. Such organization is in connection with the religious institutions or some theological institutions. 3. The staff and volunteers employed or recruited by such organization work for religious belief. 4. Work for public welfare, religion belief spreading and training. However, by comprehensive survey on the Supreme Master Ching Hai International Association initiated by the Supreme Master Ching Hai, it is found that the Association teaches the Avalokitesvara Bodhisattva Dharma spread by the Bodhidharma, and inherits and promotes the sudden enlightenment in the Buddhism, so it is more than a religious organization. The Supreme Master Ching Hai International Association that establishes a new religion-,which regards Avalokitesvara Bodhisattva Dharma as dogmata, complies with the characteristic and connotation of the International Religious INGO.
Chapter Three centers on case analysis, the relevance, current situation introduction, targets and challenges of the Supreme Master Ching Hai International Association on the international arena. The “world peace, international cooperation and the perpetual existence of the Earth” are the main tasks of the Supreme Master Ching Hai International Association on the international arena.
Chapter Four discusses the organizational operation of the Supreme Master Ching Hai International Association, including the impact on international development and relation, refugees, as well as how to carry out the cooperation with various countries’ NGO. For example, the Section One shows the international impact of the Supreme Master Ching Hai International Association on animal conservation. The Supreme Master Ching Hai shares with everyone on how to get along with dogs, birds, swans and tells the member of the Supreme Master Ching Hai International Association: all living creatures have feelings, and everyone should care for and protect all animals.
Chapter Four gives details on how Supreme Master Ching Hai helped Vietnamese refugees. Recently, the Supreme Master Ching Hai International Association cooperated with governments of many countries and the Red Cross in Europe. In this crisis, the Supreme Master Ching Hai International Association gave assistance to other refugee agencies: Supreme Master Ching Hai donated the personal profit from her works with the funds and help provided by members around the world to solve the crisis. The members around the world opened special accounts in their divisions under Supreme Master Ching Hai’s instructions, and rapidly raised funds amounting to US$ 2,242,531. They also established local rescue team to provide the people in need with relief supplies.
