Stakeholder Theory and Marine Protected Area Planning- Case Study of Marine National Parks in Taiwan / 權益關係人理論與海洋保護區規劃-以台灣海洋型國家公園為例

博士 / 國立成功大學 / 海洋科技與事務研究所 / 104 / Marine protected areas (MPAs) are considered the most cost-effective measure for marine conservation. Many believe that the key for successful MPAs lies in the stakeholders’ participation in the process of planning. However, most of the past studies empathized on the stakeholders’ perception by descriptive study, as well as the qualitative research for stakeholder analysis. Few theoretical studies explored the participation of stakeholders in the value system, or the overall framework analysis of the MPA planning strategy.
This study discusses the relationship between stakeholder theory and the planning strategies of MPAs through practical experience in marine national parks planning in Taiwan. First, the study was conducted by genealogy to construct the theoretical framework of stakeholder-oriented MPA planning strategies and divided into utilitarian strategy, Rawlsian strategy, and social harmony strategy. Then, stakeholder analysis models were modified by utilizing the Delphi method. Furthermore, the action research concept was integrated into the cases study including Green Island, Northern Three Isles and the South Penghu Marine National Park, for helping the practitioner understand the MPA planning strategy.
Three different stakeholder analysis models, utilitarian strategy, Rawlsian strategy, and social harmony strategy, are suitable for the planning of three MPA types respectively, including heritage preservation tradition, resource protected tradition, and park conservation tradition. Nontheless, the modified analysis models can clarify some situations that cannot be explained by the original models. These can improve operability of the stakeholder analysis process and reliability of the data assessment.
