碩士 / 國立嘉義大學 / 土木與水資源工程學系研究所 / 104 / Military communities have been an important measure to settle military dependentsever since the KMT government retreated to Taiwan. It can make soldiers no worries and
do their best to carry out the tasks. However, there was no extra budget for the initialconstruction, so mostcommunities were in the form of receiving the former Japanese ones,wide warehouses, or brick structures constructed by military dependents. In the 1970s, our
economy was ranked as Four Asian Tigers, while the building safety of old communities not only affected public safety and the appearance of cities, but also delayed urban renewal
and the progress of land case. Hence, the government issued “Operational Guidelines of the Act Governing the Reconstruction of Old Village for Military Personnel and Their Dependents” in1980, and started to reconstruct communities.
In recent years, when the reconstruction is going to be completed,we find military communities replaced with tall buildings. It evokes emphasis on such historic products as
military communities. Therefore, many counties have proceeded to save communities, for example Tainan Zhi Kai New Village, Hsinchu Zhong Zhen New Village. Many communities are being allowed to stand in the form of cultural landscapes, historic buildings, or monuments.
The culture of military communities is a life history written by soldiers and their dependents. It is equipped with multiple combination, including architectural space,
regional eating habits, lifestyles, and languages. In order to build a flagship military community cultural park, we not only select the exterior of the building, but also consider all the important resources, such as historical positioning, building area, and the surroundings. I use”Document analysis”, ”Depth interview”, and “Qualitative Research Method” to make up the lack of related datas. I also attach military background to it so as to stay the cultural park in Taiwan forever with a new look.
Make a cultural park sustainable development. First, the government should make a budget for maintenance. What’s more, we need to make good use of ”Cultural and Creative
Industry” and ”Promotion of Private Participation in Public Construction”. Lastly,combining Cultural heritage Preservation Act to plan concrete and feasible management is
of great importance. It is also among issues in this research.
