A Study on Maritime Patrol Capacity Integration of R.O.C. Coast Guard and Navy / 海巡署與海軍海域巡防能量整合之研究

碩士 / 國防大學 / 戰略研究所 / 104 / Taiwan—is an island country—locates at the first Island Chain in Pacific Ocean. In a more detailed way, this country is located at key location of Taiwan Strait, Bashi Channel, and Pacific Ocean. In a strategic sense, therefore, Taiwan plays an important role in Pacific Ocean politics. In addition, especially for the states in Pacific Ocean following through the end of Cold War, the situation has become even more complicated. As a result, Taiwan has been one of the countries suffering in this background. The threats for Taiwan are multi-faceted. Though the Coast Guard Administration and R.O.C Navy—both are the core units to maintain the maritime security—play its own special role, these two forces are highly connected to each other. This paper aims to discuss the current maritime cooperation between these two forces, and also attempts to research the U.S. ongoing integration between U.S. Navy and U.S. Coast Guard in order to promote the upgradation of R.O.C Sea Power.
In this paper, the findings are that the early foundations of support and cooperation between R.O.C Navy and R.O.C Coast Guard units have been levied mainly due to the establishment of Coast Guard Administration in 2000. Owing to this background, the new unit was not experienced enough to implement initiatives independently in ship-buildings programs, helicopter landing operations, and training courses for personnel. The assistances from R.O.C Navy were needed. Afterwards, the progress was substantial. As a start the presidential decision, which was made in Hsin-Bei ship Introduction Ceremony in 30th March 2013, suggested that the Ministry of National Defense should help Coast Guard Administration to build the capability of helicopter-landing. This suggestion highly demonstrates that the capability of R.O.C Coast Guard is an urgent issue in Taiwan.
In the Joint Ship Introduction Ceremony of Tou-Jiang attack craft and Pan-Shih combat sport ship in 31st March 2015, the president made a statement that the fishery patrol missions should be operated jointly by R.O.C Navy and R.O.C Coast Guard. It also marked a milestone for the cooperation between the Navy and Coast Guard forces. Another finding is that the resistant forces are existed in R.O.C Navy and R.O.C Coast Guard command system, as well as the various identities between being a Navy and being a Coast Guard. If the Taiwanese government can take American experiences into account, the result is beneficial to the future developments of Taiwan’s Sea Power.
