Practical Applications of Radar Observing Current Data in Oceans Surrounding Taiwan / 雷達觀測海流資料於台灣海域之實務應用

碩士 / 國立高雄海洋科技大學 / 海事資訊科技研究所 / 104 / Coast Guard Administration (CGA) is the main executive organization for rescue at seas in our country. To strengthen the effectiveness of sea search, making rescue plan, and resource integrations, CGA employed Search and Rescur Optimal Planning System (SAROPS) from US Coast Guard in 2014. Based upon computational analyses using oceanic environmental data, SAROPS can calculate the rifting directions for ship and peopleat at seas and then provide an optimal rescue plan. The perdormance of SARPOS is highly dependent upon the input observing oceanic data. Taiwan Ocean Research Institute (TORI) has established a Taiwan Ocen Radar Observing System (TOROS) which provides instaneous observational ocean current data surrounding Taiwan. This study analyzed the 2013-2015 TOROS data to examine monthly and interannual characteristics of TOROS data. Impacts of typhoons on ocean current and the practical appliccations of current data in sea rescure are also examind.
Analysis results demonstrate that TOROS can portray accurate seasonal information of ocean currents surrounding Taiwan, and also react properly to the influences of typhoons. The simultaneous current information of TOROS is found to be useful for rescue missions in different oceanic regions surrounding Taiwan. Overall, the TOROS data is reliable in data accuracy and quality. Research resuls of this study can provide useful reference to the CGA in practical operatios.
