Design and Implementation of Simulators for Managing High-Voltage System Onboard Ships / 船舶高壓電操作訓練模擬器之設計與實現

碩士 / 國立高雄海洋科技大學 / 輪機工程研究所 / 104 / One of the major changes to marine engineering departments in International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) 2010 Manila amendments is the high voltage (HV) operation. The convention also explicitly specifies the relevant personnel are subject to HV training to be permitted to work around the HV equipment or systems onboard ships. This amended provision had been implemented in January 2012 and is expected to come into fulle ffect in January 2017. Its focus on first is electrical equipment and circuit protection measures such as equipment grounding. The next is electrical specification for safety of operation including personnel protection, power outages, inspection, grounding, working protection, and restoration, etc., where it should comply with the safety code in each step. Third, an appropriate operation management for electrical equipment or systems should set up electrical technical officers (ETOs) or qualified marine engineering officers (MEOs) and have a proper work space and a regular inspection for electrical equipment and insulation-proof protectors. The purpose of this thesis is to design and implement a simulator for seafarers training for operating and managing high voltage installations onboard ships. The training regulations and current development status are introduced. The hardware and software functions of the simulator are designed to describe main contents of management and operation levels and their differences. Different scenarios are considered and tested to ensure the performance of simulator.
