Establishment of the Assessment Indicators for Water Recreation Safety Risk in Western Pingtung / 屏東縣西部海域遊憩活動安全風險評估指標之建立

碩士 / 國立高雄海洋科技大學 / 海洋事務與產業管理碩士學位學程 / 104 / Coastal recreational activity is one of the most popular and prosperous maritime industries. Pingtung is a major maritime entertainment site thanks to its special geographical location and rich watershed resources. However, maritime entertainment is a dynamic activity that has inherent risks, meaning that accidents could not be eliminated even in the safest environment. That is why coastal recreational security assessment index is of particular importance. Against such background, the present study applies literature review, Rapid Rural Appraisal(RRA) , and Analytic Hierarchy Process(AHP) to establish indicators for the coastal recreational security assessment index. That combined with the GIS illustration of the levels of risks, the result could be served for consideration in the following planning and management.This research indicates that of the 25 unplanned townships of Pingtung, 2 are of low risks for coastal recreational activities: Zhenhai Park and Haikou beach; 10 are of medium risk level which could be open for recreational activities upon the satisfaction of certain conditions; 13 are of high risks, which are unsuitable for coastal recreational activities. Meanwhile, it is advised that the local government formulate 3 categories of strategies: 1) the short-term strategy: that the publication of the “restrictions” and “notices” for the use of the sea areas within its administration; 2) the medium-term strategy: that the promulgation of relevant regulations for coastal recreational activities; and 3) the long term strategy: that the establishment of the Coastal Recreation Activity Scientific Information System.
