Application of systematic conservation planning to marine protected area of the Southern Penghu Four Islands / 系統保育規劃法於澎湖南方四島海洋保護區應用之研究

The most simple, economic, effective way to deal with this issue is to establish marine protected areas. Previous studies show that many successful marine protected areas shall include no-take zones and involve stakeholders in planning process and management. Except beautiful landscape and particular architecture and culture, the Penhu Four Southern Islands also have import fish habitats and coral reefs with 50% covering rate. Governments, residents and stakeholders all look forward to establishing the marine protected area (MPA) for it. However, planning and management process of this MPA did not adopt a systematic planning method based on scientific information. This MPA may not attain its original goal and objectives. Therefore, this project will adopt the systematic conservation planning (SCP) to establish the MPA. This method will involve stakeholder in planning process, set goal and objectives according to socio-economic and biodiversity value, set conservation target and principle. In addition, this project will also establish a geographical information system (GIS) for the MPA according existing investigation data. The Maxan decision support system designed for MPA specially will be used to identify the gap of this MPA, to select new MPAs, and to prioritize the managing strategies and measures in order to maximize the conservation benefit with lowest socio-economic cost.
