碩士 / 國立中山大學 / 中國與亞太區域研究所 / 104 / Before the reform and opening up, and since the establishment of the PRC, China has adopted a “ Top-down” governing system with the state taking over the society. In this case, the citizens, and social organizations had absolutely no power. The reform and opening up led to the emergence of social groups, the collapse of the traditional state controlled enterprises system, and urban and rural labor mobility through the disintegration of rural people’s communes, environmental transformations, which put into evidence the weakening of state control over society. Seeing its growing weakness over society, the state therefore turned to communities as alternatives to control society. Thus, in China, “Communities committee” has become the best choice for the Chinese government to still exercise its control over society. Going from the perspective of Shanghai neighborhood community committee, the present research attempts to explain how the state controls the society through the promotion of community committees as basis for mass organizations, what are the role and functions of the community committees in their involvement into the administration.
