博士 / 國立中山大學 / 中國與亞太區域研究所 / 104 / In the recent years, no matter Taiwan or China are developing cultural and creative industry in high speed. There are several development difficulties: The paradoxical situation between numbers of creative quarters and reducing manufacturers, the large gap between the numbers of people visiting the creative quarters and how much the company earn, the government invested large sums of budget revenue was lower than expected, etc. Therefore, I want to research why the business strategy of cross strait’s creative quarters are failure? This research using case study, the creative quarters located in Beijing, Shanghai and Taipei, secondary qualitative study, field study and in-depth interviewing, in that can understand what is the development model and the operation situation of Beijing, Shanghai and Taipei’s creative quarters? The research result can sum up the policy of cross strait’s cultural and creative industry, and its development history, furthermore, analysis the operation situation of cross strait’s creative quarters, in order to make the readers understand how to organize the operation strategy. The hypothesis of the research indicates that:1. The central government, local governments, operators, people who work in the cultural and creative industry, tourism, those six factors affect the creative quarter’s operation. 2. Different cities and different political systems would create different patterns of creative quarter.
