碩士 / 國立清華大學 / 經營管理碩士在職專班 / 104 / This study investigates the effects of the OCG Fund with the SWOT analysis. The investigation is based on the author’s long-term observation of the OCG Fund, interviews with managers of the Fund and handling banks, and aggregation of the stories about the interviews with the overseas compatriots’ and Taiwanese enterprises and the managers of the handling banks from the 21st-anniversary issue published by the OCG Fund in 2009 and relevant magazines. The result of this study shows: 1. In the aspect of institution, the OCG Fund is a unique credit guarantee institution founded by our government, and the “credit guarantee schemes” are quite flexible in practical application and operation. It is also an innovative practice since 2001, that the offshore banking unit can submit their overseas clients to be guaranteed by the OCG Fund, so that overseas compatriots’ and Taiwanese enterprises can easily obtain sufficient liquidity from financial institutions. 2. In the aspect of policy, the OCG Fund in alignment with the change of our nation’s overseas compatriot and foreign policies, gradually expand their clients from overseas compatriots to Taiwanese enterprises. The existence of the OCG Fund makes the meaning of “the government’s long-term support of the economic enterprises of overseas compatriots’ and Taiwanese enterprises” clear. 3. In the aspect of economy, according to the overseas compatriots’ and Taiwanese enterprises and the handling banks, it is easier to raise finance from the financial institutions if a guarantee from the OCG Fund is obtained, and most of the overseas compatriots’ and Taiwanese enterprises can continue to grow stably, which, in addition to promoting local economic development and job opportunity to stabilize the society, also provide the opportunity to increase Taiwan’s export value, benefiting all the three parties of the OCG Fund, overseas compatriots’ and Taiwanese enterprises, and the banks.
