Assessment of Safe Operation Guidelines for Marine Construction-A Case Study of the Met Mast Installationfor Taipower’s Offshore Windfarm in Changhua / 離岸風場海事施工安全作業準則之研究-以「台電彰化海氣象觀測塔新建工程」為例

Taiwan has high potential of wind resources due to its special geographical environment. The development of onshore wind energy source is restricted by adverse circumstance in Taiwan offshore area, but the offshore wind energy source has been rich and undeveloped. However, Taiwan has substantial development in the methodology of onshore marine construction, such as wharf, breakwater, reclamation works, etc., but have extremely less working experience and higher risks on offshore marine construction. Consequently, most marine construction companies in Taiwan hesitate to take this kind of works. The localization of offshore marine construction and development of wind energy source have slowed as well.

This study aims to research principally on the operation guideline of offshore marine construction, and to systematically analyze the safety operation of marine construction for offshore wind farm. By the analysis of offshore wind farm projects operating guidelines in Norway, Germany, China, the United States and some significant marine construction projects in Taiwan, the relevant experience in marine construction for reference to the guideline of marine construction for offshore wind farm was evaluated. Meanwhile, by investigating former achievements about “Preliminary Hazard Analysis” and “Preliminary Analysis of the Construction of Disaster”of marine construction in Taiwan, we found adaptable information for safety assessment factors which is applicable to the feature of Taiwan sea area. Additionally, with referring to the project“The South Met Mast of Changhua Windfarm Project of Taipower Company”, which is a leading project of Changhua Windfarm Project and completed in the beginning of 2016, practical experience especially in marine transportation, lift installation, pile installation, fixing installation (ex. anti-scour devices installation and concrete pouring), and anti-corrosion underwater could be moderately feedback to this research. From this study, it can make some contribution to the future offshore windfarm marine construction in Taiwan.
