A Study of Protection and Disaster Risk Assessment in Taiwan Coastal Area / 台灣海岸地區防護及災害風險評估之研究

碩士 / 國立臺灣海洋大學 / 河海工程學系 / 104 / Due to the loss of coastal land by intensified global climate change, the threat to the lives and property become get worse. The study integrated for various levels of vulnerability and risk management of coastal zone under the climate change assessment. Based on the Coastal Zone Management Act, in this study, the four hazard factors such as sea level rising, subsidence, storm surge flooding, and coastal erosion are discussed. And the hazard index and the designating principles for coastal protection zone were established, and it could be designated as a first or second type of coastal protection zones. On the other hands, the vulnerability factors are included as substance factors, natural environment factors, social-economic factors, and restoring factors in considerations of urban development. In order to get hazard map and vulnerability map which are suitable for coast of Taiwan, Pareto Ranking, the method can remove the weight of factor is used simultaneously to establish a comprehensive assessment of the index rating respectively. Then combine hazard and vulnerability index to analyze the disaster risk in coastal area and display the risk map with geographic information systems (GIS).
From the analysis of Pareto Ranking, the results show the distribution of coastal land with high hazard. Most of high-hazard areas are located at southwestern and northwestern Taiwan’s coastal area. And the result of risk analysis in southwestern Taiwan is also similar tendency. It could provide the guidelines for coastal protection zone designating and the suggestion of disaster adaptation and/or management to coastal areas.
