A Study of Obtaining Certificate in Accordance with STCW Convention for Higher Maritime Education / 高等海事教育在校取證符合STCW之研究

碩士 / 國立臺灣海洋大學 / 航運管理學系 / 104 / Since Taiwan, which is surrounded by sea, belongs to a typical island economic zone, and its territory area is small and populous, the development of maritime, which heavily depends on the cultivation of the talents in marine, becomes a primary source of the development of economy and trade in Taiwan.
This study focuses on exploring the effects of STCW convention Manila amendments on maritime higher education in Taiwan and especially the topic on obtaining the certificate at school further. This thesis will gather the literatures related to obtaining certificate before graduate. The method of the research is composed of data collection and comparative research. The theme of this thesis is to review and analyze the status quo of the implementation, the features of the system, and seafarers training in obtaining certificate before graduate. The thesis also reviews the bridge between industry and school, and the integration of education system. The result and conclusions after synthesizing the analysis reveal that the implementation of obtaining certificate before graduate encourages the seafarers to go on board and reduces the wastes in education resource due to seeking the jobs on land owing to the military service and other personal reasons.
Due to the delay of the maritime education system in the right track, the inability in providing qualified seafarers in suitable quantities satisfying the demand of the industry, and the lack of overall cultivation picture of the seafarers, the resource in education is wasted and the manpower in maritime is lost, which results in a negative impact on the development of maritime. Therefore, the thesis not only investigates the matching practice, such as the establishment of the system in examination and certificate, in the authority to fulfill the obtaining certificate before graduate, but also points out that our government, academics and industry should collaborate together to establish a long term mechanism in maritime education, examination, training, internship, and employment. Finally, as the references in strategies of the maritime education, the thesis makes suggestions on further research and education in maritime so that the education conforms to the regulations of the authority and maritime education institutions at all levels and meets the requirement of the industry.
