碩士 / 國立臺灣海洋大學 / 環境生物與漁業科學學系 / 104 / The study that follows will center about the regeneration of Badouzi Fishing village, and adopts the depth interview method to investigate the status quo, problems and the direction of its future development as well when it comes to promoting the regeneration of a fishing village. Also, the study employs SWOT to analyze its situations and manage to come up with some concrete adjustment strategies. The abstract of the study’s findings is as follows:
1.The fishing villages by the sea are the main settlements on the Taiwan coastal areas because they abound with offshore marine life and marine resources; therefore, they used to be one of the important economic dependences in early Taiwan and they have sustained the development of Taiwan’s fishing industry for a long time. The value of fishing communities lies in the fishing products that they have produced, in the special traditional fishing methods and in the variety of local characteristics. However, in recent years since the fishery has gradually transformed, part of the facilities is used to promote leisure fishing industry in the ocean tourism, which has a direct impact on the traditional fishing communities and thus they encounter the issues of regeneration and transformation.
2.The big events of promoting the community development of fishing villages
areas follows:Promoting the community development of fishing villages started in 1994 when the government advocated the policy of “comprehensive community construction.” In 1997 the government came up with “Rich Agricultural and Fishing Villages Initiatives,” urging the way of “production, life, ecology” and hoping to rebuild the prosperity of the agricultural and fishing villages by improving their living conditions and setting up their living and cultural value. In 2002 the government proposed “Challenge 2008 : the Six - Year National Development Plan,” in which through the mechanism of subsidies and competition it managed to achieve the goal of initiating a new vision for fishing villages by way of community construction. In 2010 the government declared the Rural Rejuvenation Act, which was based on the development of agricultural and fishing villages, advocating “Agricultural Village Regeneration” with the emphasis on the activation and sustainable development of local communities.
3.The area around Badouzi has excellent environmental conditions in terms of natural resources : there are various marine resources in the sea area ; there are such resources as plants and animals on the landside area ; in terms of the humanistic and historical sites, there are many kinds of industries and important construction projects in different times witnessing the development of Badouzi. From the depth of history, we can see very clearly that there is close interrelationship between the history of fishery development and the humanistic characteristics of the fishing village. Therefore, both the protection of local natural geographical landscapes and the conservation of ecology serve as the important foundation stones to continue the local development.
4.By way of the Place Attachment Theory, the study analyzes the characteristics of Badouzi as a fishing village and employs SWOT to analyze its situations, on the one hand, in order to fully understand the present disadvantages and threats that the village encounters ; and on the other hand, the study also finds its many advantages and opportunities. In addition to the drawing and planning of policies when it comes to the development and regeneration of a community, the power of local organizations is even more important. Because through the cooperation with the relevant government agencies, the collaboration among people, and the full utilization of local resources, the study argues that these are perfect niches for Badouzi’s development.
5.In the face of the problems with the regeneration of fishing communities, in view of the future development of Badouzi community, and a combination of the viewpoints from experts, scholars, opinion leaders, local residents and my own point of view, the study has come up with six adjustment strategies with sixteen concrete supporting measures as a frame of reference for promoting the regeneration strategies of fishing communities in the future.
