Over hundreds of years, Marine Transportation is one of the major carriage methods and plays the important role of key economic sector. Neverthless, the problem, piracy has troublesome marine shipping industry since ancient era. A significant change for contemporary pricy is they became greedier and much ferocious. Pirate nowadays attach merchant vessel by weapon with strategy and well-plan which means they been well-trained. Piracy undoubtedly affects the world largest transportation industry. Among 2006 to 2010 vessel attack by piracy incident rose nearly 86.2％, in 2011 reach to the peak.
How to reduce menaces that cause by piracy has been to an international issue, governments and international organizations cooperator together for improve the condition and provide Safety Ocean for vessels. Besides, from the angel of marine shipper, enter HRA (High-Risk Area) zone is unavoidable which owing business requirement. In order to enhance safety while navigating piracy area, host of ship owner have hire Private Arm Guard attend ship for protecting mission. However, there have been to controversial issues, one side agreed the advantages of send Private Arm Guard on board and another side provided different views and risk. To explore the major factors that ship operator assess for sailing to piracy zone and hire Private Arm Guard is the objective of this research.
This research adopt close questionnaire to retrieve primary data for further analysis. Also utilize IPA to be major analyze tools for four sectors. At the result have found, cost is the most important issue for voyage plan. In the sector of ship security, ship owner focus on real experience, besides the efficiency of hire arm guard is the major point for most of ship owner while considering use arm guard. In the research result also realize the factors of security fee, chartering contract, arm guard efficiency, ship type, ship feature and saving voyage cost are affect ship owner’s decision of hirting private security arm guard. In the end of research a S.O.P for hiring private security guard is for suggestion process.
