The Analysis of Vulnerability for Green Harbor to Keelung Execution Prevent Air Pollution / 基隆港執行綠色港灣防止空氣污染之脆弱性分析

碩士 / 國立臺灣海洋大學 / 商船學系 / 104 / This study was designed to investigate the effects of air pollution on the implementation of Keelung for making Keelung a real “Green Harbor” . The purpose is to understand the ecology and green harbor harbor mechanism and policies on whether to implement the Keelung harbor. Through the questionnaire datas of government agencies, academic institutions and industry experts. Understood why affects related to prevent the air pollution the vulnerable factors in Keelung-Port. After the use of relevant research literature aggregated data, also taking into account any foreign key ecological factors harbor and green harbor establishment. It can be obtain to four dimensions of prevent air pollution vulnerability in Keelung Port, and depend on this design questionnaire. The questionnaire data through One-Way ANOVA and Importance-Performance Analysis after the extent of assessment, study found that air pollution prevention Keelung port vulnerability factors as follows:
1.ships in the harbor: the ships into port speed limit at ten nautical miles offshore into port outside must slow down, reduce fuel consumption and air pollution.
2.official ship in port work: the use of low-sulfur fuel harbor vessels using low sulfur fuel or low-polluting fuel and reduce harmful emissions.
3.in port container handling facilities: set-cum-visual video surveillance video to identify the vehicle control systems, monitoring port handling equipment emissions.
4.in terms of cargo fugitive pollution: vehicle dust overlay network and automatic car wash equipment.
Finally, Keelung Port recommendation as to prevent air pollution. Establishment of such can be carried out with short-term, mid-term and long-term goals. Reduce air pollution and reduce harmful exhaust emissions, in order to promote become more high-quality green Keelung ports.
1.short-term:(1)ocean-going vessels: switch low sulfur fuel and reduction plans;(2)ships in port: use low-sulfur fuel oil.
2.mid-term:(1)ocean-going vessels: switch low sulfur fuel and reduction plans;(2)ships in port and container handling facilities: switching low-sulfur fuel;(3)fugitive sources: the construction of closed handling, warehousing system.
3.long-term:(1)ocean-going vessels: switch low sulfur fuel, slow down plans to sign international conventions and use shore power system;(2)ships in port and container handling facilities: switch low sulfur fuel;(3)truck: controlling exhaust verification and self-management;(4)fugitive sources: the construction of closed handling, warehousing system.
