Study on Planning Operation of Placing Additional Post-Constructed Floodgate System for MRT Underground Tunnel / 捷運地下隧道增設後裝式防水隔艙閘門系統規劃作業之研究

碩士 / 國立臺灣科技大學 / 營建工程系 / 104 / Extreme weathers often cause catastrophes which we human beings can hardly anticipate. In order to prevent the damages caused form the floods effectively, Taipei MRT system design underground floodgates systems at the station and in the tunnel which can avoid overflowed floods and disasters along the tunnel and prevent heavy damages. The flood protection design only used at Zhongho-Xinlu Line, including the new stations built after, except the old transit routes. Because of all the transit routes connected with each other, the disaster can not be effectively controlled in limited area, that would influence all the MRT network. Therefore this study is going to explore the " Post-Constructed Floodgates System ". There are with different difficulties between we add the system in operated tunnels and build new one when construct the tunnels. Besides, we add the systems in operated tunnels is high risk and dangerous. So that building Post-Constructed Floodgates System required cautiousness in planning stage, and that would make follow-up works carry out smoothly. This study probes deeply into the planning of Post-Constructed Floodgates System.

Firstly, the study goes through literatures and studies to show the tunnel types, the tunnel-related facilities, flood protection systems in the Taipei MRT system tunnels, and introduce the completion of the Floodgate systems, including the gate types,the monitoring,control and early warning systems,signal interlocking and etc. Secondly, based on the concept of life cycle, probe into the factors which influence the Post-Constructed Floodgate System in planning. According to the related documents, design manuals, technical specification, laws and regulations, operating and mataining model, and etc., we discuss the Planning Operation Influce Effect and construction life cycle idea. And based on each Planning Operation Influce Effect, we draw up a draft on "Practices of the Post-Constructed Floodgate System Planning" Last but not least, interviewed people who are in the different nature of the business by a questionnaires. According to the questionnaire replys, we made statistical analysis, correction, feedback and amendment of “practices of the Post-Constructed Floodgate System planning”. So that we can have a plan to be in accordance with when implement the sations in the future and reach the project in a smooth and successful way.

The probe results of Post-Constructed Floodgate System summed up four factors, such as "tunnel characteristics", " floodgates construction mode", "construction engineering methods" and "geological environment with the pipeline", and including 16 sub-factors (tunnel position, the status of the tunnel, structural safety and reinforcement, the adjustments and changes of existing facilities and equipments, gate types, gate materials and retaining strength, gate system equipment location, expected benefits, tendering and award strategy, local customs, construction method, materials, transportation and equipment selection, security measures, emergency procedures, hydrological and geological survey, pipeline survey), and to develop "Practices of the Post-Constructed Floodgate System Planning".
