Empowerment or lose power? Receiving Welfare Communitization flagship program to cultivate small community and feel its history. / 培力還是賠力?接受福利化社區小旗艦計畫培植的社區其歷程與感受

碩士 / 靜宜大學 / 社會工作與兒童少年福利學系 / 104 / The study aims to understand the feelings of participating in the flagship programs, the process of being empowered, the effectiveness and impact of empowerment, and what the ideal depiction of empowerment should be, through interviewing the cooperative communities that participated in the flagship teams. This study used a qualitative research method, which was based on semi-structured interviews conducted with a total of 10 individuals who have been continuously implementing the cooperative communities under the flagship programs for one year or longer in Taichung City, as well as the project management staff (social workers).
Research results: in terms of policy implications cognition, the motivation to participate is believed to be coming from the need to seek benefits and resources, the avenue to join is through experience and participating in seminars, the formation of relationships is temporary and strategically arranged, and the inability to escape the government framework of policy implementation; in terms of the process of participation, the establishment of relationships is a positive linkage, the leadership changes based on the different phases, the resource allocation is competitive, the learning experience is half positive and half negative, the roles are the learners and the leadership interns; the effectiveness and impact of empowerment include the spread to the regions with little benefits, the difficulties and limitations come from human resources, regions, the timing and issues do not meet the requirements, the use of multivariate methods to solve problems was met with difficulties, flagship communities assistance lacked initiative, to be empowered is an action on the part of the community itself but the actual beneficiary is the flagship community, empowerment presents both positive and negative assessments; in terms of the ideal imagination and depiction of empowerment, kinetic energy can be seen from change, but the opinions on reaching the goal are inconsistent, an important element of empowerment includes the shared mechanism should be clear; the accompaniment of professionals; empowerment resources are not wasted; the revival of local capabilities. Empowerment or disempowerment? It is a mixture of affirmation and criticism; there is effectiveness but we also look forward to further improvements.
The recommendations for this study are divided into four aspects, the first one is towards cooperative communities, which includes: 1) establishing an effective communication platform, 2) deepening original service categories, and 3) emphasizing the importance of experience heritage of community officers. The second one is towards flagship communities, which includes: 1) the return of sovereignty of empowerment back to the cooperative communities, 2) the openness and transparency of resource allocation, 3) the management of project management staff, and 4) the continuity of a solid alliance. The third recommendation is towards the policy, which includes: 1) the government opening up a channel of listening, 2) the strengthening of policy advocacy, 3) the establishment of sustainable counseling mechanism, 4) the improvement on resource allocation planning and the speed of funding appropriation, 5) the recruitment and hiring planning of project management personnel, and 6) the stabilization of the project planning process to avoid the end of the plan, as well as the end of empowerment. The fourth recommendation is towards project managers, which include: 1) the need for a high degree of resilience and an extremely positive attitude, 2) being highly sensitive towards community issues, and 3) having excellent communication and coordination skills.
