Evaluate the Management Performance of Taiwan Fisher’s Association:An Application of Data Envelopment Analysis / 台灣地區漁會經營績效之評估- 資料包絡分析法之應用

碩士 / 聖約翰科技大學 / 企業管理系碩士班 / 104 / The Fishermen's Association is a comprehensive fishermen's organization with social, economic, educational, and political functions. In addition to assisting the government in promoting and executing decrees, the Fishermen's Association is also an important unit that bridges communication between the government and fishermen. In recent years, due to internal and external environmental changes and despite the Fishermen's Association and competent agencies' coping measures taken, serious challenges are still faced. For instance, the substantial decline in Fishermen's Association economy and financial business sector surplus has resulted in the need to use the surplus as funding and has greatly affected credit, promotion, and service functions closely related to fishermen's interests. Hence, how to further respond to and improve the situation has become an urgent issue for the Fishermen's Association to resolve at present. The first and foremost task is to enhance the performance of business sectors. In other words, the business efficiency of the Fishermen's Association shall be explored, and a set of assessment model that serves as a reference for the Fishermen's Association and the competent agencies shall be constructed.
The financial and non-financial data of the Fishermen's Association in 39 districts in Taiwan from 2005 to 2014 was adopted as samples in this study. Using the data envelopment analysis (DEA), the business efficiency, pure technical efficiency, and scale efficiency were evaluated. Additionally, the Malmquist Productivity Index (MPI) was adopted to measure the productivity changes of the respective assessed units. The conclusions drawn include: Although the Fishermen's Associations in Taiwan manage to achieve productivity growth every year, there is still room for improvement as far as competitiveness is concerned. Poor competitiveness is mainly the result of a low profit margin. Finally, some recommendations were proposed.
