The Study on Public-Private Partnership to Promote the Community Holistic Construction : A Case of Hai-Chian Community , Da’an District , Taichung City / 公私協力模式推動社區總體營造之研究:以臺中市大安區海墘社區為例

碩士 / 東海大學 / 公共事務碩士在職專班 / 104 / Taking the theory of public-private partnership as its basis for inspection, this research analyzes a case study on the process of community development promoted by Hai-Chian Community in Da-An District of Taichung City. This study aims to delve into interactions between the community development association and public sectors in tasks with regard to community development to find out if the public sector’s policy guidance and directions is the light or the loss for the ability for self-creation for a community?
This study probes into the theoretical basis and connotation for public-private partnership, shared authority, resource integration, interaction relationship model, information and communication, and accountability and trust. The literature reviews will lead people to gain insights into issues about the success of comprehensive community development: community development and awareness, community residents’ participation, role positioning of experts and scholars, level of resource autonomy, and cross-sector cooperation level. This study applies theoretical foundation and connotation of these five public-private partnership and five issues of comprehensive community development to building the research framework and setting the direction for interview summary.
Research findings of this study are: (1) Community development and awareness and interaction relationship: community requires empowerment, and bottom-up and top-down are mutually exclusive alternatives for community development. (2) Community residents’ participation and information and communication: community opinion leaders still play guiding roles in the direction for community development. (3) Role definition and shared authority of experts and scholars: a clear definition is an accompanying role, mutual respect and shared authority. (4) Level of resource autonomy and resource integration: quality manpower is a main resource for a community. (5) The process of cross-sector cooperation and accountability and trust: public sectors and communities are cooperative in the promotion of community development, while different government sectors exercise the diverse authorities and responsibilities that see more division of labor but with less cooperation. This study also put forwards suggestions given below: (1) There is a need for the existence of consultation team, and experts and scholars should one-sidedly emphasize pragmatic experts. (2) Enhance functions of outsourcing consultation teams, the increase of consultation teams will be based on the actual needs of communities, and put forth consulting projects. (3) The government supplements the manpower needs, eases up on its laws and decrees, and increases expenditures and wages. (4) Enhance the authorities and functions of district offices in carrying out effective comprehensive community development to consult and accompany communities which stay in a stagnant, a beginning stage or a potential stage.
