The research of efficiency and value analysis for floodgate in mass rapid transit tunnel. / 防水隔艙應用於捷運車行隧道之效益與價值分析

Therefore, the natural disasters of earthquakes and typhoons are happened frequently. During the operation of Taipei MRT system in 20 years, it is hit by lots of natural disasters. Especially is typhoon Nari in September 17, 2001, it not only caused serious flood in Taipei area, but also paralyzed MRT network system whose underground tunnel is fill water by flood. Sixteen stations, one depot, and a high traffic control center of basement and platform are flooded, which caused property losses of around NT 2.25 billion dollars.
In order to avoid the condition, Department of Rapid Transit Systems, Taipei city government considers the case of typhoon Nari to setup floodgate to block flood. The locations of floodgates are in fault area, over river area, daylighting area, or the intersection area. Until now, some stations of Bannan Line, Zhonghe-Xinlu Line, Songshan-Xindian Line and Tamsui-Xinyi Line has already setup floodgate, WanDa line, and Circle line will also consider setup floodgate in long-term plan.
The Taipei MRT system has already set up 23 floodgates which cost NT 635,58,862 dollars. The floodgate has three styles, which are vertical type, swing type, and traverse type whose construction costs are different. However, not only expensive floodgate and a subsequent need regular maintenance costs, and replacement costs. Facilities have its durable life; it will occur age or breakdown during its life cycle. How to schedule to timely maintain major components to analyze the cost for floodgates is important. For floodgate, relationship between Performance Service Index(PSI) and maintenance costs is a worthy topic to research and became the motivation for this study.
This research collects literatures about floodgate and analysis each widget of floodgates by questionnaire analysis to get obtained weight, cyclical replacement mechanism and supplies costs, if define the value as V=F/C=Psi/Cost get Performance Service Index(PSI) by supplies replacement mechanism and maintenance cost analysis, on service index and maintenance cost calculation, lifting type floodgates of value high, on fixed frequency replaced, swing type floodgates of maintenance cost high, main differences for swing type hydraulic pipeline and the joint, when operation easy for hydraulic caused pipeline aging and the joint interface at injury, another according to Hierarchy analysis component weight high, relative displayed the project more important, so routine sex maintenance to does implementation, weight high project should strengthening management, to reached ensure maintained provides due function and extended using years, and to improve the waterproof bulkhead gate of value and reach the goal of budget cost control. The result can be referred for future plan and budget for operation and maintenance.
