碩士 / 國立臺南藝術大學 / 音像紀錄與影像維護研究所 / 104 / In September 2009, one month after Typhoon Morakot’s arrival, the author walked into Linbian and Jiadung township in Pingtung county and found the streets filled with dead fish and stinky smell. Since then, the author had devoted himself to reconstruction work there and conducted his observation and documentary for the following seven years. Learning how farmers struggled to rebuild their lives and hesitated over whether to join the project ‘Aqua Solar Farm’ proposed by the government to turn farming into solar panels, the author realized their toughness and strong emotions rooted in land. This film is a record of industry transition farmers and fish farmers there faced with, as well as a documentary of industry cultural inheritance.
This dissertation is a paper report of the documentary ‘Un-fool’. The term 'fool' in the documentary refers to the way how wax apple farmers and fish farmers in Linbian and Jiadung deal with natural disasters. In spite of destruction from nature, they still stick to their life attitude to work hard, protect the land, and pass on their culture. As an old fish farmer from Jiadung said, ‘If there's no harvest this year, we look forward to next year, that's what we think of lives.' The trait of ‘fool’ on farmers impressed the author. For most people, their diligent labor seems foolish and ineffective. Typhoon Morakot took all their property away all of a sudden; however these fools, despite of anger, still chose to rebuild their farms and stuck to their living with tears. Although Pingtung Government promoted the project ’Aqua Solar Farm’ with benefits, some rather insisted on their fish farming. With the author’s local observation for years, these fools are not really foolish. It is them that make the local aquaculture glamor and success, and most importantly, pass the industry culture on to the next generation.
Through the methods of field work, participatory observation, and qualitative interviews, the author firstly learned the operation and practice of ‘Aqua Solar Farm’, analyzed the context and environment of industry development, and finally discovered the influence brought by the project ‘Aqua Solar Farm’ to farmers and fish farmers in Linbian and Jiadung area. The author hopes to recall attention from public and the government to the development of fish farming in Linbian and Jiadung. What’s more, the author suggests the establishment of aquaculture production area in Linbian and to certify legal aquaculture registration for local fish farmers, in order to offer a sound industry environment and better assistance for them.
