碩士 / 環球科技大學 / 公共事務管理研究所 / 104 / Taiwan is surrounded by the sea. Due to its unique geographic location, it has the advantage of being a traffic hub in Asia. The total length of coastline is 1730km. This characteristic is a great help for the transportation industry in Taiwan. Taiwan is superior to other neighboring countries in Asia except for Japan and Korea, such as Philippines, Vietnam, Myanmar, and China (some provinces), in overall economic performance and domestic price level. With factors like natural geographic conditions, domestic economy, politics, and taxes, to pursue high profits, many smuggling rings and groups have been engaged in various types of illegal smuggling activities.
In Taiwan, smuggling activities are very common and diversified. Organizations involved in investigating and seizing these activities include Coast Guard Administration, Agriculture and Food Agency, National Treasury Administration, Customs Administration, the Third Special Police Corps, National Police Agency, Ministry of the Interior, and the Shipping Industry Investigation Division , Investigation Bureau, Ministry of Justice. This study focused on items related to livelihood and economic activities such as agricultural, aquatic, livestock, tobacco, and alcohol products. By reviewing collected literature, this study summarized theories in relation to criminal behaviors. Then, through interviews and government statistics, this study analyzed the smuggling patterns and changes over the years, and further explored the investigation organizations’ performances, coordination mechanisms among organizations at the same level, and obstructive factors under the current environmental factors, laws, and policies in order to analyze conflicts and difficulties between field practices and laws and regulations. Lastly, this study came out with a conclusion and some suggestions based on the research findings.
This study adopted the in-depth interview method. The research subjects were the Coast Guard Administration personnel involved in investigating cases related to illegal economic activities of smuggling. The research findings are summarized below:
1. The smuggling patterns and places are not significantly different over the years. As for the smuggling trend, in order to avoid related laws and regulations, smugglers tend to smuggle only a small amount of products at a time.
2. The environmental factor research found that support from affiliated unit, internal performance evaluation system, available resources, and coordination mechanism among organizations at the same level are all factors which may influence investigation personnel’s willingness to investigate and seize smuggling activities.
3. The regulation and policy factor research found that the current laws and regulations are too weak to restrict smuggling. Penalty for smuggling is rather low while profit made through smuggling is very high.
As a result, the performances of investigation of smuggling activities are not satisfactory. This study proposed some related suggestions as references for future researchers.
