Impact Assessment of Regional Development Case on Taiwan Air Quality : A Consideration on The Western Taiwan Straits Economic Zone / 特定地區未來開發對台灣空氣品質影響之模擬分析: 以海峽西岸經濟區為例

碩士 / 國立雲林科技大學 / 環境與安全衛生工程系 / 104 / Since Fujian provincial government announced the economic plan called "The Development of West Coast Economic Zone " in November 29, 2004, This plan has officially become one of the formal proposal for economic area in China. Under the development condition, it will bring various industries, basic construction, and population increased, therefore, the environmental air pollution will be a big issue in the future, especially, the emission will affect not only locals, but transfer to Taiwan via atmosphere. Because the future of air pollutant emission is unknown. Therefore, this study focus on the development plan of this economic area report and estimate the scale of major construction, and use the information to calculate the emission of air pollution. Our goal is to estimate all of the high way, fire power plant, petrochemical industry and ammonia emissions in 2020 and 2030.

In this study, we use CMAQ air quality model to discussed the effect of air quality in the West Coast Economic Zone, the scale time we pick are four months (January, May, July, October) in 2020 and 2030, The result indicates that the average of PM2.5 in different province is 0.23 µg/m3 in 2020 and 0.36 µg/m3 in 2030. The most highly effective province is Fujian province. The average of West Coast Economic Zone is 2.23 µg/m3 in 2020 and 3.35 µg/m3 in 2030. The highest influence city is Xiamen city (4.33 µg/m3、6.25 µg/m3). The influence concentration in Taiwan is 0.13 µg/m3, 0.18µg/m3. The middle part area in Taiwan has the highest concentration compare with the other area in Taiwan (0.25 µg/m3、0.33 µg/m3). In addition, Kinmen has the highest air pollution in the outlying island part. The strongest impact to Taiwan is form three emission source from petrochemical industry.

In conclusion, In the West Coast Economic Zone to Taiwan in 2020 and 2030 (average of four months), the biggest impact for O3 concentration are 2.71 ppb in 2020 and 3.34 ppb in 2030. The area of Zhumiao air quality has the highest concentration (5.17 ppb、6.05 ppb) compare with the other 7 air quality areas. The effective of the concentration in outlying islands, Kinmen has the highest impact concentration (10.82 ppb、12.00 ppb), In 2020, the three sources for the petrochemical industry emission will have most influence in Taiwan.
