The Risk Assessment of the MarineAccident Rescue-The Case Study of TaiwanNortheastern Coast / 海上活動意外事故危害風險評估之研究-以台灣東北角為例

碩士 / 中華科技大學 / 土木防災與管理碩士班 / 105 / The seaside recreation is one of the most popular sports; which triggers plenty of marine accidents and firefighters’ overload. Except the burden, firefighters also encounter hazards, such as huge wave, strong wind, tides, etc.; therefore, risk assessment for checking the possible factors to those accidents should be expected for ensuring quick and successful rescue as well as the lives of firefighters with a win-win performance.
With above consideration, this study adopts the risk matrix as the method while with those accidents by marine activities at the northeaster region of New Taipei City (Juifang and Kungliao) for the last decade as the statistics for research. Cases study show the top three accidents occurred during fishing by 62.5%, during diving by 23.5%, and during water playing by 14%; the relevant report marks the unacceptable level with the request of immediate improvement. Applying risk reduction strategies integrating with the statistical analysis to New Taipei City Fire Department reviews’ reports, the improved strategies are presented. Crucial notes to fishing from accidents:
1. Life jackets and rock fishing shoes for anglers are required; life jackets borrowing
from relevant units is acceptable.
2. No fishing at the dangerous and noticed area
3. Immediate evacuation to the waves up to eight grade or higher than six meters
Applying above methods lowers the risk to indispensable observation.
Crucial notes to diving from accidents:
1. Always with companion for diving instead of alone
2. Always with partner in the water instead of alone
3. Complete familarity to equipments instead of rash action
Applying above methods also decreases the risk to indispensable observation.
Crucial notes to water playing from accidents:
1. Must be the legal area with announcement, and equipments and crews for rescue as
well.
2. Water playing or swimming should notice the gaps in lakes and streams
3. No entry to dangerous area with announcement
4. Close watch to the water surface, and up to the shore soon after the emergence of
jeopardy; particular attention to the waves degraded is required.
Applying above methods reduces risk to acceptable.
The conclusions can be referred for relevant units and public for rescue and prevention to accidents by marine activities; which should be able to lower the casulaties by accidents with better public security.
