A Study on the Core Competences of Professional Instructors in Coast Guard Administration -A Case Study on Preliminary Junior Officers Programs of Coast Guard / 海巡機關編制教官核心職能之探討 -以專業軍官班課程設計為例

碩士 / 中央警察大學 / 水上警察研究所 / 105 / The Coast Guard Administration is the lead agency of Taiwan maritime affairs. In recent years, Coast Guard Administration continues to extend the recruits of voluntary military service personnel according to government policy. The military officer is the main cadre of CGA. In addition, the main source of primary level officers are recruited from Preliminary Junior Officers Programs. The key factor of education and training of CGA relies on its "Instructor". The Instructor is the key point of success or failure for the education and training. The focus of this study is based on the research of instructors of Coast Guard and the analysis of the Preliminary Junior Officers Programs curriculum in order to manage the core functions of the instructors.
The course methodology includes literature study, comparative analysis, and in-depth interviews and discusses about Coast Guard organization, legislative responsibilities, the training system、potential problems during the training course and the difference of Teachers, Equipment and Fields of USCG, JCG, CCG and CGA theoretically and practically to explore the differences of education and training among the Coast Guards above. By analyzing the need of Preliminary Junior Officers Programs curriculum and comparison of the content、the manner of training with in-depth interviews to conclude the core functions of the instructors.
This study reveals that there are six core competences of the instructor of CGA, which includes "Curriculum design", "Ability to explain in class ", "Vivid teaching methods", "Personal demonstrations and patient guidance", "Proper and positive image", "Abundant learning and practical experience".
In view of the application of the research, it looks forward that the 17 suggestions abstracted from three major aspects including “the establishment of the instructors personnel system”, “the preparation of the instructors”management system” and ”the professional officers' curriculum planning may be in practice and be the references to the future promotion of the personnel、management system of the instructors and the curriculum planning of professional officers.
