The Novel Public Transport Service Planning for Patients: A Case Study of Taiwan Boulevard DRTS. / 新型就醫民眾公共運輸規劃初探-以臺灣大道需求反應式公車服務為例

The area between Sections 4 and 7 of Taiwan Boulevard encompasses the administrative districts of Xitun, Longjing, Shalu, and Wuqi. According to statistics, the population in this area is approximately 450,000 (Health Bureau of Taichung, 2017). Each day, approximately 1773 bus trips are scheduled (Transportation Bureau of Taichung, 2017) serving approximately 77,834 riders (Transportation Bureau of Taichung, 2016); the number of bus trips is clearly inadequate. Furthermore, the area contains one medical center and three regional hospitals: Cheng Ching Hospital, Chung Kang Branch; Taichung Veterans General Hospital; Kuang Tien General Hospital; and Tungs’ Taichung MetroHarbor Hospital, Wuqi Branch. According to National Health Insurance Administration (2017) statistics, these four hospitals have the combined capacity to treat 24,000 patients per day. Two of these hospitals, Cheng Ching Hospital and Tung’s Taichung MetroHarbor Hospital, have the same capacity to treat 5000 patients per day, but the number of daily bus trips to each hospital differs by five times. In summary, in addition to the inadequate public transportation trips in this area, the unequal allocation of resources means that people seeking health care must rely on private transportation.

In this study, a new transportation service, based on demand responsive transit service, was designed for people seeking health care. The public can use a dedicated app to schedule bus trips, resulting in increased public transportation ridership. In addition, transportation operators are responsible for dispatching vehicles. Hospitals do not incur any additional expenses, such as labor or vehicles, for transportation, creating a win-win situation.
