碩士 / 國立高雄應用科技大學 / 土木工程與防災科技研究所 / 105 / “The Design Standards for Port and Harbor Structures in Taiwan” administered by the Ministry of Transportation and Communications only covers the general guidelines for harbor design. The designer should also consider factors such as natural environments, usage requirements, materials, construction conditions, construction cost and duration. However, the wharf construction works are much more risky comparing to other civil works. The designs are normally completed based on expert experience, lacking an objective way to carry out the design.
It is the goal of this research to develop a systematic approach to assist the harbor design objectively. As a result, the author first attempts to find out the key factors in wharf structure design through literature review and expert interviews. Then questionnaires are developed to capture the expert consensus. Also, the fuzzy-AHP method is applied to determine the priority values of each key factor. Finally, a finished harbor project is adopted to examine the practicability of the proposed method.
The results of this study show that operative goal has the most weighting and followed by structural requirements, construction period and cost and construction conditions, respectively. Overload, Cargo Handling Machine, Ship Type, Design Water Depth, Durability, Site Restriction, Investment Benefit, Earthquake resistance, Wave dissipation, and Displacement and Subsidence, are other 10 key factors. A case study using an existing harbor has showed that the proposed model can assist with harbor desing objectively. Finally, the research also proves that the use of fuzzy AHP analysis is feasible to assist with objective Harbor Design.
