碩士 / 高苑科技大學 / 經營管理研究所 / 105 / The implementation of sea power is to achieve the goal of national development by starting with the "control of the ocean" and "use of the ocean". Since 1998, Taiwan authority has established the maritime law enforcement agencies that represent its emphasis on marine environment. To prevent pollution, protect the environment, conservation of resources, to take proactive actions of maritime crime prevention and defense, security and other coastal patrol matters.
This study is to analysis the case of illegal fuel trade in our territorial seas by substandard tanker that jeopardized security of seas and polluted the oceans in 2016. Moreover, this study also analysis the management procedures about tanker which has illegal intention by the Standard Operating Procedures of Coast Guard Vessels.
Finally, the conclusion of the study is as follows:Modernized our legal system:Modify the reinvention process of the authorities that toward the modern states.
Trend of the erinvention:Establish the maritime affair maritime law enforcement authorities in the central government. Law enforcement :Maritime law enforcement should not just depend on CGA, it needs to consider domestic economic security , our authorities could consider the “point of contract” of Cross-Strait cooperation about maritime law enforcement.
