Applying the Principles of Integrated Coastal Zone Management to the Controversial Issues Regarding Nuclear Waste Disposal in Taiwan / 整合性海岸管理原則應用在台灣核廢料處置爭議議題

碩士 / 國立成功大學 / 海洋科技與事務研究所 / 105 / The issue of choosing the sites of long-term storage and final disposal of radioactive waste can be viewed in many aspects. Besides the obstacles in technical aspects, public acceptance and risk communication between local residents are also needed to be concerned, which are included as sensitive social issues. Hence, the considerations of the acceptance and feeling from local residents are indispensable. The concepts of Integrated Coastal Zone Management (ICZM) are eventually accepted by countries all over the world, and alleviating conflicts between coastal conservation and human activities are one of the functions in the management. Therefore, not only domestic but also foreign area are paying highly attention to the issues of public acceptance, risk communication and radioactive wastes storage/disposal which are multidisciplinary integrated tasks gradually. This research expects to introduce ICZM to find out solutions to conflicts.
This research collects the views from stakeholders by grounded theory, the core issues correspond with five principles, such as, “Principle of interrelationship and integration”, “Environmental safeguards principle” relating to environment safety, “Inter- and intra-generational equity” and “Polluter pays principle” relating to regional and generational equity, and “Transparency principle” relating to the participation from the public. Hence, this research is able to suggest the mechanics and principles from Integrated Coastal Zone Management (ICZM) to solve or alleviate the current domestic conflicts of radioactive wastes storage and disposal.
