碩士 / 國立成功大學 / 政治經濟研究所 / 105 / This article is a process evaluation of the process of the policy of milkfish farming contracts at Tainan Xuejia of Taiwan in investigation of results and satisfaction. Research methods include document analysis and in-depth interview are adopted. This research discloses that the development phase has politics as its main consideration, while the implementation of policy makers are essential elements of the planning phase; during the execution phase, fishermen are protected by price floors that ensure their profit and are in the end the ones that benefit most from farming contracts. Overall satisfaction of milkfish farming contracts at Tainan Xuejia of Taiwan is very high though delayed back payments, unpaid down payments, etc. still cause problems. However, the main intended goals have been achieved. This study suggests that our government should put more emphasis on improving the production and marketing mechanism of Taiwan’s milkfish.
