碩士 / 國防大學 / 戰略研究所 / 105 / The South China Sea is an important international channel between the Pacific and the Indian Ocean. It not only has a vital economic and strategic value, but is also very important to the stability and development in the Asia-Pacific region. The causes of disputes in the South China Sea were complex. The neighboring countries have had several major conflicts and disputes after the end of World War II due to issues related to the South China Sea. In January 2013, the Philippines submitted its dispute with the PRC regarding the territorial sovereignty and delimitation of sea area in the South China Sea to international arbitration. In February 2013, China formally refused to participate in the arbitration case. China has conducted large-scale land reclamation and militarization at seven features in the Spratly Islands since September 2013, including the Johnson South Reef, Cuateron Reef, Gaven Reef, Fiery Cross Reef, Subi Reef, Mischief Reef, and Hughes Reef. As a result, the PRC has not only attracted international attention and criticism; but countries outside the region have also started intervention based on their own national interest considerations.
The PRC has once again intensified the South China Sea dispute and expanded the conflict. Not only the regional stability was affected, unpredictable variables were also added to the future resolution of disputes. This study employed the U.S. Army War College strategic research method, using the Ends, Ways and Means structure for the strategic analysis. The background of the PRC land reclamation in the South China Sea was first examined; then its desired objectives and the related methodology and resources were also analyzed to investigate the influences on regional claimants and countries outside the region.
