the operation availability and maintenance cost. When the time of the warship operating increases, the system’s state will continue to naturally deteriorate, on the same time other maintenance costs will also increase, so the maintenance staff need to take the appropriate and specific maintenance action regarding to the current situation of the hull, in order to avoid deterioration exacerbated and then continue to lead to the subsequent increase in maintenance costs, and even affect the task carried out. Because the state of warship involved in natural deterioration process, in the discrete-time view, each state will transfer to a new state after taking any maintenance action; in considering the above factors, therefore, this study takes warship hull and equipment system as an example, to conduct the maintenance planning analysis of warship hull and equipment system based on Markov decision method, and to obtain cost-optimized goal; on the same time, by matching different levels of maintenance strategy (single-level maintenance, traditional O-I-D class maintenance and five-class-level maintenance ) to carry out scenario analysis, calculate the long-term expected costs and operational availability of the various maintenance actions, and compare the advantages and disadvantages of its benefits, to provide a reference for policy decision makers.
