Desalination Plant Site Selection strategies-Based on Hybrid MCDM Methods / 以多準則決策法評估海水淡化廠選址策略

Groundwater becomes salinization due to abstracted overclose and not suitable for be the establishment of large reservoirs to portable water. All these result in Taiwan’s water scarcity. Average Taiwanese own portable water per year are 1/5 of world average portable water per year. Climate change and greenhouse effect make nature water resources become more scarce, this will then affect national economy.
Establishing desalination plants is one of water resources developing strategies. In this study the criteria for the desalination plant site selection are extracted from literature review. DEMATEL method-(Decision Making Trial and Evaluation Laboratory)is used to investigate the relationship and influences among the criteria. ANP (the Analytic Network Process) methods is applied to calculate the weight of each criterion. Three desalination plant sites in Tainan Taiwan were used as alternatives in this study. The author consulted the experts to assess the scores for each of the alternatives. Finally, VIKOR (VlseKriterijumska Optimizacija I Kompromisno Resenje in Serbian, means Multicriteria Optimization and Compromise Solution) method was applied to rank the alternatives.
The most important criterion of desalination plant site selection is[Adequate quantity and quality of feed water”. It means desalination plant must be suitably located in a marine environment where adequate quantity of feed water with a reasonable good, uniform and steady quality can be abstracted at a reasonable cost. In other words, desalination plant should not in here what if not to conform to the indicator. Concerning the total weighed score with ANP weights, alternative A’s total weighed score is the highest than the other two alternatives, namely alternative B and alternative C. When ν=0.5, the Qk value(advantage rate)of alternative A is equal to that of alternative C from total site program analysis by VIKOR. However, the weighted score of ” Adequate quantity and quality of feed water” in alternative A is higher than that of alternative C. In other words, alternative A is a top priority in desalination plant site selection in this study.
