Based on the relevant literature, the assessment factors (AFs) for investments of container terminals is first investigated. A Fuzzy Analytic Hierarchy Process (FAHP) model is then proposed to assess the AFs’ weights from both the perspectives of container terminal companies and port companies. Based on those weights, an index for the investment environments of container terminals is constructed, by which port company may improve their ports’ investment environments. Finally, to validate the practical applications of the proposed models, the container terminal operators in Kaohsiung port were investigated. The proposal assessment model in this research may provide theoretical references for studies in container terminal managements. Further, the result of empirical study may provide practical information for TIPC (Taiwan International Port Company) authority to improve their investment environments of container terminals in Kaohsiung port.
