Be near the sea, know the sea, love the sea are the most critical elements. Among all, Keel Boat industry is the most effective item to motivate the Marine Culture and the development of Tourism and Leisure. However, the development of Taiwan in this industry is still in the stage of the lack of hardware and software construction. The main purpose of this study is how to support the relevant academic research, promote civil participation, industry investment and government-driven development capacity.
This study used Qualitative Interviews to collect valuable experience and opinions of experts and scholars. And it using Simple Random, Snowball sampling to the participants as sampling objects for this survey to study the Keel Boat industry in Taiwan. It can be validated the theoretical framework of the Leisure Constraints Negotiation, Experience Value, and Leisure Participation in Keel Boat industry by Structural Equation Model.
The results show that the development of Taiwan Keel Boat industry is still in the rudimentary stage, many hardware and software facilities are behind the world level, industry capacity is deficient. On the other hand, although the situation is weak, but the expansion and industry future can be expected. In the part of the Qualitative Interviews results, there was no significant effect of Experience Value on Leisure Participation, and also Leisure Constraints Negotiation on Leisure Participation. These results may be related to subsequent studies of the reference.
